Implementation of AARTO and Amendment Act: 1 July 2026 in 62 municipalities |

Proclamations 322 and 323 of 2026 for the implementation of Phase 2 of the AARTO Act, 1998 and the AARTO Amendment Act, 2019 have been published. The Acts will roll out in the municipalities listed in the proclamations on 1 July 2026.
The proclamations provide for the implementation of the original AARTO Act in 60 municipalities across the country. The AARTO Amendment Act will be implemented in 62 municipalities, as the amendments are also introduced in Tshwane and Johannesburg, which are already part of the AARTO system. |
